 I've been using a 28k8, upgraded to 33k6 with Telemate for years
 now, and cannot even imaging HOW to make that happen.
 It would be my GUESS that your ATXn setting is incorrect ... but
 you didn't give us any info on the modem at all.
 TRY ATX4 ... once ... and see if that helps.  If not, use whatever
 displays your current settings (AT&V for Rockwell based products,
 ATI4 for USR products, ??? for yours) and post them here with
 modem make and model.
 As a workaround, NOT THE APPROPRIATE SOLUTION, you can add h1 to
 the dial string in Telemate.
