proxy server has a free version for up to 5 users I believe, I use a
licensed version and it's pretty good at blocking. Easy to set it up and
then require them to ask for access to a site instead of trying to block
sites.

Not sure what to recommend for a firewall to put between internal network
segments, I usually use the pix for that.
