Actually it is authoritative, as Rick Sternbach contributed to it.
The 'Old Starfleet Technical Manual is based on the designes found in 
The Making Of Star Trek, as far as the Constitution Class is concerned.
At the time Trek literature barely existed in the form of the late James 
Blish's addaptations of the episodes.....
