First, you just forget the situation in Ukraine in 2014 - it was 
bitterly divided. AntiRussian and prorussian forces were almost equal.

The status Crimea has been as an autonomous republic. It has had a its 
own legally elected republican parliament, and it issued the law about 
the republican referendum.
