"Config option: "LocalCharset". One can set
"DefaultOutput" to eg. CP850
and "LocalCharset" to LATIN-1. Then the behaviour of MsgEd is copied. If
both are set to the same charset the current behaviour is enabled. There
were only few changes necessary. I tried some test messages and it
