In Virginia the State Code yields much under the indexed heading of "social 
services".  It would appear that, under certain circumstances, social workers 
may be subject to trial in two states under the terms of the Interstate 
Compact.  I concur with your suggestion, adding only that one might start in 
the most obvious of places.
