Contact your county code enforcement agency.  They will file a report (in 
this state, they have to report back to the person filing the report after 
the initial investigation) and attempt to locate the perpetrator.  If, say 
this litterbug's name or address is on the paper being discarded, then code 
enforcement has a chance of doing something about it.  Otherwise, as with 
most crimes, a watchful eye on local citizen's part may catch this bug in the
