It's called "Roll-Over".  Pete Norloff has a lot of lines and
modems, each with it's own phone number.  But he also has the TeleCo
feature to reroute an incoming call to another number if the first
(etc.) line is busy.  So when you call 1-703-385-5268 you might
actually reach any of many different modems.  Both node addresses
and all the lines/modems are connected to the same BBS and will
react about the same.  If you want to pick a particular modem or get
connected to one of his faster modems, then you should talk to Pete
about a subscription.  A long time ago I was a subscriber there and
saw a list of "subscriber only" phone numbers.
There was a time awhile back someone in Fidonet decided the nodelist
was too big.  So many SysOps that had multi-line systems with a
different node address and phone number for each line/node were more
or less asked to change their listing.  Although I still know at
least 1 SysOp that has 16 different node addresses and 16 different
phone numbers all to the same BBS.
