    In reality, scanning will continue, as it did after the cellular scanning 
ban, regardless of what law is passed.  Do you think that scanner use on 
cellular calls dropped at all due to its being outlawed?  Any cell-phone user 
who believes so and says anything he wants secret is stupid!
