It could be any number of reasons, some of the more frequents ones are:
Boredom - not enough attention and/or toys to keep occupied.
Stress - changes in environment, relocation, new family addition (pet or 
ther
person)
Health condition - dry skin, parasites, etc.
I would say take her to the vet for a full check up and make note if any of 
the
above could be attributable.  Tell the vet of anything that changed around 
he
time she started picking.
This is assuming that it isn't just taking care of new feathers that are 
coming
in, or general preening.
