EleServ/TelServ are not event aware. Events are best handled by a seperate
tool, such as the Windows Task Scheduler or perhaps CRON.

If you require the telnet server to stop accepting incoming connections
during an event, you could use an alternative telnet server such as NET2BBS
which is part of the NetFoss package, available from http://netfoss.com

This telnet server checks to see if a particular semaphore file exists
before accepting a telnet connection, and if this file does exist, it
displays that textfile to the user and disconnects, rather then running
the BBS. This way your event handler batch can create or rename this
file at the start of the event, and can remove/rename it afterwards to
resume the BBS.
