There was a legal military base in Sevastopol, and 20000 troops were
stayed there legally all the time. And no doubt they prevented the
bloody situation that is now going on in Dombass region, Ukraine.
The situation in Dombass in very similar -- there live Russians who are
against the present nationalistic government in Kiev. The only
difference -- the way how the Crimea became part of Ukraine. That's why
even Putin tells about eastern parts of Ukraine (Dombass) as about
Ukraine's territory. The only thing Russia wants in Ukraine's east is
stopping making Ukrainians from Russians who oppose it and want to use
the Russian language freely. The Russian speaking east of Ukraine can be
compared with Canadian Quebec, where people live according to their
French identity. Thanks God there are no English speaking nationalists
there.
