I have not only seen this, but I have lived through it.
And had to fight like hell to keep my sdon from being medicated up to the 
eyeballs, among other things.
When he started kindegarten, he was in the afternoon session.
After 2 months, the school called me in and wanted t switch him to the 
morning session.
After a lot of probing, it turned out that the afternoon teacher was "too 
tired" to properly educate him.  (Read -- did not know how to handle a 
hyperactive child.).
We refused, since he had already made his group of friends and consistancy is 
something he needed.
So, the school played its "trump card".  They told us that state law didn't 
force a school system to take a child until he was seven years old.(Read -- 
do it our way or we will toss him out for he next two years).
They backed down rapidlt when I calmly told them that I would be seeing them 
in court about this.
Then, they hit upon the drug program.
They started to tell us what drugs he should take to "control" his 
hyperactivity.
We told them that we were working with doctors who were much better informed 
then they were about drug therapy, thank you very much.
For his entire educational carreer, they would constantly suggest one drug or 
another to put him on.
Except for one teacher there who really did know how to work with ADHD 
children, and fortunately for my son, was available for him up through 6th 
grade.
All they wanted was to slow him down, because they never did learn how to 
handle ADHD kids.
