Just a note. at the 2nd and 3rd COLOROS2 (1994,1995) (OS2 Develop Conferences) 
the IBM HPFS developer (Doug Azzarito) had sessions with informations on HPFS
low level layouts. (e.g. about the superblock etc).

Maybe you find the conference proceedings (printed sessions) somewhere on the
net?
