   It's a redistributable DLL.  It is used by a great many applications. =
 There is also a MSVCR71.DLL for VC++ 7.1 and a MSVCR80.DLL for VC++ 8.0 =
plus other similar redistributables like MSVCP70.DLL.

   The 7.0 and 7.1 DLLs often end up in the system directory though they =
should not be.  The 8.0 DLLs explicitly do not work from the system =
directory on Windows XP and later.  This is to keep ISVs from =
inappropriately installing them there.
