The $ is the address of the current instruction. As the jmp (short) consists 
of
two bytes the addition of 2 causes a jump to the next instruction. Therefore 
it is similar to a NOP instruction. The main difference being the time delay 
caused by the flushing of the pre-fetch queue by the jmp. In other words: 
this is an intentional short delay.
