This is a major change from the last federal preemption ruling on dish
antennas, which only prohibited local _governments_ from banning (or unduly
restricting) them.
Many Americans, and an increasing number at that, live in condos or
developments with the kinds of "private covenants" or "homeowners'
association rules" you mention, which govern everything related to the
appearance of the home down to what color you can paint your door!
