Depends on the version.
Visual 1.xx supports Win 3.x and DOS.  Visual 2+ supports Win32 only, IIRC.
Latest: 1.52 for DOS/Win3.x; 5 (?) for Win32.
... Watcom 10.6 supports DOS, 32-bit DOS, Win16 and Win32 (as well as 
others).  ;-)
