That is not "odd" at all, it is actually "best
practise" in my books. As a HUB I am obliged to route for all, and
that is exactly what I do. Secure links are processed immediately, insecure
mail is processed manually. I would not be doing a good job if insecure
traffic was passed on regardless.

In the 12+ years I have been doing this I have not seen a single
"bad" insecure mail.

P4 does not stipulate EXACTLY how soon one MUST Route mail, just that if
one is an *C or HUB one MUST do it.

A Mail bomb can be shipped compressed or uncompressed, and still be a mail bomb.
