As a HUB I am obliged to route for all, and that is exactly what I do. Secure links are processed immediately, insecure mail is processed manually. I would not be doing a good job if insecure traffic was passed on regardless. In the 12+ years I have been doing this I have not seen a single "bad" insecure mail.
