Up through Visual C++ 1.52c, it supports DOS and Windows 3.x.  (...as
well as Windows 1.x and 2.x, though of course you probably don't care
much about them...)
Starting with Visual C++ 2.0, it supports Win32 only, which means
Windows 95 and Windows NT.  You can write either Windowed or console
(text mode) applications, but you need either Win95 or WinNT to run
them.  If you want to badly enough, you can run console apps under DOS
using the Pharlap TNT DOS Extender.  However, you should be aware that
the TNT DOS Extender is quite expensive...
