For the most part I totally agree with what you have said here, and I
really didn't mean to slam any law enforcement group.  But as you say
because there are so many available, not to mention the true fact that
there are more serious crimes out there to deal with, often this is
the last concern.
To the person it happens too, it can be devestating, but you also 
have to admit, compared to other crimes, this is more or less 
considered lower on the totem pole.
Nor did I mean to imply that there is a solution, because frankly
I don't see one.
