Launch Delphi 3, then goto the 'component' menu, then 'import an
ActiveX'. In the list, choose 'Microsoft Internet Controls (Version 1.
0)' then click on the install button.
Once installed, open a new application adn drop a TWebBrowser
component (ActiveX palette, or what else you specified when installing).
You can easily create a web browser by dropping a TWebBrowser on a
form and writing code such as:
procedure TChrBrowserForm.BorlandButtonClick(Sender: TObject);
begin
WebBrowser1.OleObject.Navigate('http://www.borland.com');
end;

It is for Visual Basic, or Visual C/C++, but you will not have too
much difficulties to translate to Delphi.
