I've heard it's the HAARP antenna and the experiments they're
doing with it trying to control the weather :)
Although standing Billary out in the open for a while
to see if any of the ice melts, sounds like it MIGHT
be an interesting experiment ;>  There doesn't seem
to be a downside, even if the experiment fails .
