A user by any other name....

By gently I mean - without yelling and pulling the rest of my hair out
whilst jumping up and down - telling him that his entire company is at risk
with this behavior.  If he wants people to be sitting on their hands for
hours/days/weeks with no billable time then that's his call.

A manager I can be more forceful with, but with the Prez I have to be a bit
diplomatic.
