I might suggest that you both look at a program called "KeyPlus" that I
wrote a while back.  It allows you to turn on & off keys based on 
security level, age, gender, connect speed, and globaly for all.  
Then the above area definition would look something like this:
MsgArea TEEN
        ACS Normal/T
        Tag TEENCHAT
       Desc Teen Chat
       Path C:\Max\Echo\Teen
      Style Squish Pub Echo
End MsgArea
In the KeyPlus.Dat file you would have a line something like:
1 13 19 T
(This sets the T key for all users loggin in between the ages of 13 and 19)
If you need to play with the msg enter status (allowing all to read but only
Teens to post) then you change the area definition to:
MsgArea TEEN
      ASC NORMAL
      TAG TEENCHAT
     Desc Teen Chat
 Override MESSAGE Msg_Enter Normal/T E
 Override MESSAGE Msg_Reply Normal/T E
 Override MESSAGE Msg_Change Normal/T E
     Path C:\Max\Echo\Teen
    Style Squish Pub Echo
End MsgArea

the Keyplus.Vm file is available in the Mexmas archive or the Basement 
archive available on Gary's Home page....  As you can see, using Mex with the 
built in
key structure, you could do anything you wish really...
