Agreed. The persistant ones are the ones who have been doing it so long they
know enough trick to get what they want done in their jamming.
These are also the ones most likely to get nabbed as they get set in their
ways of jamming and are easy to get a pattern on.

OK... Here we have four levels of ticket:
BASIC: no-code ticket,all amateur bands 50MHz up in any mode. 250 watts
output
5WPM CW: gives you the HF bands of 80 and 160m.
12WPM CW: gives you all HF bands from 40m to 10m.
ADVANCED: lets you build and fix your own radios,repeaters etc and run the
full legal output limit for a Canadian amateur.

Ivy it already exists and is in the Canadian Radio Act.
The problem is getting someone to actually go out and ENFORCE it.
But then they don't have the budget or the manpower......
