Certainly a possibility, especially with things like atm connected dslams in the mix.

One of the problems just about every ISP on earth has experienced is users
who get "stuck" emails. Large emails that they just can't seem to
download. And the pattern is it always seems to be the same users while
others never have the problem. Very similar to what we were seeing here.

So I asked about that setting and tweaked it on one of my big mail servers,
I'll know in a couple weeks if it fixed the problem.
