    Tons of bills are introduced every year.  Few ever see the light of day, 
for the best of reasons.
    Remember Daniel Moynihan's bill to tax handgun ammo 10,000%?  Remember 
Major Owens' bill to repeal the Second Amendment?  Remember some Illinois 
congressman (now in jail) who introduced a bill to tax handguns out of 
existence?  Remember Clinton's "economic stimulus package" that he couldn't 
get through congress at the start of his first term and was never heard of 
again?  Remember Hillarycare and its various national healthcare competitors? 
 Remember single-payer health care?
