 This jerk is well praticed at what it does,it just chose the wrong time to

 Given that the target was a local bucket mouth I can see why it was done,but
they could have easily gone over and -told- him to shut up instead.

 No it was only being transmitted on one 440 frew by a mobile close to the 
source to others farther away. The resulting re-transmissions were of varying 
noise levels and clarity,but easy to tell who it was talking.
