The UK system is what I would prefer!

Years ago the commercial TV broadcasters were legally limited to
about 10 minutes/hr, but then the gummint decided in its wisdom
that the business would be better run by "self regulation".

Ha bloody ha!!! 

When has history _ever_ shown that a business making its own
rules does anything other than grab all that it can?

There isn't enough competition with three networks to force them
to provide a service more pleasing to the viewers. OTOH, most of
their viewers are idiots enough to accept the situation as
reasonable.

Most of the British programs we see on the ABC seem to be about
25 minutes, with the remainder filled with news breaks and
program promos.
