It's actually carbon impregnated rubber. There is so much carbon that the
rubber conducts electricity. But the surface will wear and you are left with
less conductive material. At that point the rubber often starts tearing
around the keys too.

The only cure is to clean the board and replace the rubber membrane. Make
sure there is no dust trapped under the keypad when you install it or it will
give you fits.

RW> I'm going to have to replace the entire thing because of this.
Contact the manufacturer for replacement membranes. This is a fairly "high
fail" part so they should be available.
