That only illustrates my point. Local custom is reflected in the language.
In *English* "to redact" may have that meaning. In *Dutch* there
is no such word.

Which of course has nothing to do with the matter at hand. When the police
do that, they are editing *their own* document. No copyright infringement
involved.
