In FC, the Borg Queen says: "Humans... We were once like them.. [flawed?],
organic, weak..."
If the Borg had truly adapted from Decker and V'Ger, this doesn't really 
akes
sense... Why would the Borg Queen lie - why would she not mention V'Ger? At
least the Deckertheory is somewhat weak...
