Here's a wild-ass guess.
 
1) Make sure your outbound directories are in order

 > ADDRESS 93:9305/0.0

 > ; Stuffer definitions, command lines.
 > ;
 > DEFINE_STUFFER  ZIP               pkzip -a

 > ; Stuffer choices for specific nodes. If not listed, the
 > first stuffer
 > ; is assumed.
 > ;
 > STUFFER  ZIP                 93:ALL/ALL
 > STUFFER  ZIP                 69:ALL/ALL

If your other zones aren't listed here, the first stuffer is assumed. 
 You only have one stuffer, so why not comment out these two lines and see
what happens?
