Sounds like the FCC.  They will go after interference to other services,
and occasionally long-term Ham interference "generators," but for
anything less than a truckload of complaints their response is NOTHING.

Well, if they are faced with the choice of the hammer and getting their
name spattered all over a dozen Ham bands, (VERY humiliating I'm sure!),
or the $5.00 bill, if it were me, I'd take the $5 and give 'em the
receipt.  What's $5 these days?  About all they could do with it is go to
the nearest bar and get a mixed drink or a couple of beers to cry in.
But if they chose to smash the radio... :-}
 
The only problem is that walking up to someone's house and accusing them
of criminal activity, (which jamming is), could find themselves at the
wrong end of a shotgun.  It's better to have a law-enforcement officer who
is aware of the circumstances, preferably another Ham, there to knock on
the door and oversee what follows.
