A villian?  I was thinking in terms of him venturing out to get the
assassin rather than remain huddled in the relative safety of the group
of Starfleet officers.  Garak is typically timid and plays it safe.
This certainly was not playing it safe, and that caused me to see it as
kind of a heroic action.
