Well, likely because we can't really tell the difference between them and
folks like, say Atta until they;'ve done something ike Atta, and then its
too late.

A year or so ago a bunch of students from Egyt didn't show up for classes.
There was, IIRC, a nationwide manhunt.
Turned out to be fairly innocent, but at the time....we didn't know.
