I use cutepdf writer, and if you know how to modify its ascii ini file you
can make the free version do encryption and restrictions on editing and
copying the content of the pdf.

There is also a method described on the web to use ghostscript, a program
called redmon that redirects the printer output through ghostscript and a
post-script printer driver for any post-script printer you care to pick
(you don't actually have to have the printer of course).  This method is
essentially what cutepdf and the others do.  They just have their own
built-in printer driver and no way to change the settings with regard to
restrictions of the pdf output (except cutepdf if you know how to hack
their ascii ini file).

I think Glenn was looking for a pdf creation tool thought wasn't he?
