I wasn't going to use that argument because of the fact that monitoring
cell phones is illegal.  Nevertheless, it is done on a wholesale
basis... even by the police.
Also, the cops knowing about cell phone monitoring, can easily use a
local pay phone or convenience store phone to call dispatch.  I would
assume (deductive reasoning) that it would be a policy to not use cell
phones when responding to a dispatch to "10-21".
