Sigh!  Where does one begin?  I will just leave it at this, "prophet"
does not principally mean "to foretell."  The office of the prophet was
principally a "forth teller."  As "apostle to the
Gentiles" Paul was
necessarily a prophet, not only in rabbincal terms, but by being
"called as an apostle of Christ Jesus by the will of God."

We can distinquish Jesus as being a fulfillment of the OT statements
concerning "The Prophet," being declared in the gospels as "that
Prophet."  But in speaking forth the Truth, Paul's gospel is equally
truth as Christ's and therefore, as authorative, "to the saints."
