Hmmm...

I do something like that, for Irex too.  I have an echomailemail
thing for a couple friends.   I remember having to be sure that the
outbound was left in .pkt form.

    From my own route.cfg:

    Send hold noarc xx:xx/xx
    Send hold World

is what does it.   And that looks like just what you tried.  I didn't see
in the docs where it made any difference as to whether the flavor was  hold
or normal.

Have you got something else going on, after the   send noarc   command ?
