A Winmodem needs a virtual driver that contains essentially the "modem 
software" - not just a .INF file.  The VDD supplied with a Winmodem is usable 
on Win3x and Win9x, but not on NT - because NT's internal architecture is 
quite different.
To use a Winmodem on NT you need a VDD written for NT - and apparently Dell 
has one available for systems they sell.
A Winmodem will work on _any_ OS - if you have a proper driver.  The trick is 
finding the proper driver. :-)
