No, there is nothing like the BIOS reachable for application programs under
OS/2. And INT 10h means Coprocessor Fault as INTeL defined it.

You would use OS/2 system services. Check any FAQ for Vio* functions (Vio
means video) which are similar to the VGA BIOS functions. Or search your
favourite BBS for a file called PRCP.INF. That is part of the online
documentation of toolkit 1.3 (missing in 2.x).

BTW, a usable alternative for your problem may be VioWrtCharStrAtt().
