Normal car lights typically had a relay feeding battery power through a couple of fuses and a filament selector switch on the ground legs. In such a system, you need to open the common ground leg of the low beam filaments. Then connect one lamp's hot to ground and the other lamp's hot to the battery (through a least one fuse). Finally some logic to switch it back to normal when the main lights are activated. It would require a 3PDT 10 to 20 amp relay and other bits for the logic. There may be a retrofit kit from the car maker though. Ask around. M*i*k*e ...
