That would be because it uses the DOS int$21, AH=$4b call. Which can be used to load (& relocate, etc) *anything* into memory. It's used for example to load overlays, which could have any name. Anything else you've used must have either appended the .EXE or done the full path search like I've put in my wrapper function.
