Yes, if you notice the wording of the "ID" systems being introduced;
being presented as "entitlement cards" as much as "ID cards" -
"entitlement" sounds more positive, even if it means the same ID &
control. Big Brother likes to appear benign & helpful!

to create a "need", which they can fulfil.
