ansi.sys is a dos device driver (so that VDM's can use ansi grpx).  OS/2
sessions always have access to ansi codes (unless a program explicitly
turns off support via VioSetAnsi()).

Incidentally,  it is probably faster for most programs to simply call
printf()/DosWrite() (32bit buffered funcs) than to call VioWryTTY() (16bit
unbuffered func).
