I'm not Larry and this is off topic but I'll be quick.
Those "underground" fences are only radio antennas that
transmit a signal to a receiver on the dog's collar.
As the dog gets closer the signal gets stronger. As
some point it is strong enough to cause the receiver to
activate a 'beeper' to warn the dog he's getting close.
At another point the signal strength causes the
receiver to activate a pain inflicting device, electric
shock. The dog learns to associates the beep and pain
with the area and avoids it. IOW they keep your dog in
most of the times (some dogs just run across the
boundary and take the shock) but allow others in.
This may keep your dog from getting shot in someone's
field but it doesn't keep him from getting attacked by
your neighbor's.
