FMail adds a "RESCANNED" kludge line to rescannend messages but that's not a documented standard afaik. And I don't know any software, including FMail, that considers it when tossing incoming pkt files. It's up to the sysop of the receiving system, to make sure to "unlink" other systems from areas before requesting a rescan. Rescan is a "dangerous" function, where one needs to know what one is doing! So FMail even has the option to turn off rescan functionality for individual links...
