I am not aware of how things are packaged,   but you _definitely_ need that
lib to link any OS/2 program that calls any 32bit OS/2 apis.  Since the C
runtime library is calling these APIs on your behalf,  even if you don't
call any OS/2 apis directly yourself,  you sill need this import library.

OS2386.LIB itself does not contain any code;  it just contains the
references that tell the linker which DLLs the code resides in.
